Can you p in a double yellow in vermont?

Recently i got ticketed for ping in a double yellow line while driving in vermont. The driver was going 20 mph, so i ped. It was late and nobody else was on the road. i ped thinking it was ok, just to get pulled over after and ticketed. Isn't this allowed in vt? and if so is can someone show me where i could find the proof because i most likely am pleading not guilty.
